You can get the cuirass from the Hall of Tyr from the Telvanni Wizard, but don't kill him until you've done the part of the main quest concerning him. Maybe there's other ways, but I don't know them...

	I am never alone, there is always that shadow speaking to me. It tells me that it seeks not to be frightened, it doesn't wish to hurt me. I try to change its mind, it won't listen. I am scared of it. Please help me, before it one day consumes me and my former being is gone. This shadow is me.
